Job Description

The President and CEO reports to the Board Chair. The CEO is not a member of the Board.

The CEO provides overall leadership and vision to the Board and organization by facilitating the establishment and implementation of the Board’s overall strategy, goals and objectives. The CEO also develops and maintains a constructive relationship with the Heritage Branch - a department of the Ministry of Forests, Lands, Natural Resource Operations and Rural Development of the Province of BC, responsible for funding and Heritage Permits associated with Provincial Heritage Sites.

First Nations, local government, local economies, community partnerships and networks are all valuable partners to you and you know how to work effectively with them in collaboration. You know that change management can be challenging, but know how to proactively problem solve and find common ground. You have patience for the nature of a not for profit business where progress is dependent on multiple touchpoints with funders and being able to positively resource ideas.

Duties and Responsibilities:
1. Lead and manage all aspects of the Barkerville Historic Town and Park and Cottonwood House within the parameters established by the Board through approved operational and project plans.
2. Develop and recommend strategic direction to the Board that supports current and future development of Barkerville and Cottonwood House consistent with the articulated vision and mission and provides suggested updates to reflect the evolving nature of the town and park.
3. Ensure the obligations embedded in the Site Management Agreements with the Heritage Branch are met.
4. Provide accurate and timely reports on financial, operational and project results and alert the Board and the Heritage Branch of material anticipated deviations from approved plans.
5. Ensure that all policies, programs and practices are consistent with sound corporate governance practices.
6. In consultation with the Board Chair, ensure that Board meeting agendas are set in a timely manner and that material presented to the Board is relevant and concise.
7. Ensure that Barkerville and Cottonwood House operate in full compliance with regulatory bodies that impact Barkerville’s operations.
8. Develop strategies which result in increased revenues from all practical sources while respecting the heritage environment.
9. Ensure continued improvement to the infrastructure on a priority basis.
10. Provide oversight to project management particularly major investments in infrastructure or facilities.
11. Ensure that all site programs, activities and services reflect Barkerville’s four operations pillars of Protection and Infrastructure, Preservation, Presentation and Commerce Partnerships & Giving.
12. Develop and foster strong relationships with external stakeholders including the local and provincial politicians, communities in the region, business and community leaders, and tourism associations and facilities with complementary interests.
13. Act as spokesperson for Barkerville and Cottonwood House to the public as directed by the Board.
14. In conjunction with the Heritage Branch develop for Board approval an operating and project budget funding model that meets the needs of the annual and long-term priorities of both Barkerville and Cottonwood House.
15. Provide management oversight to the Deputy to the CEO, the Finance Manager, the Preservation and Presentation Manager, the Commerce Manager, the Operations & Protection Manager, and the lead at Cottonwood House.
16. Ensure that strategic alliances are developed and fostered with the tourism industry, local first nations groups and the People’s Republic of China.
17. Support and enhance the role and relationship between the Friends of Barkerville and Barkerville.
18. Develop and maintain a sound effective organization structure and ensures capable management succession and progressive human resources practices including training and development plans for all employees.
19. Nurture positive work environments with staff, merchants and contractors that fosters collaboration, teamwork, respect and open communications.


Competencies and Abilities:

• Superior communicator with strong verbal and written skills.
• Able to research and synthesize information for effective collaboration with management team.
• High proficiency with accounting and finance principles. Ability to use basic management software.
• Be active and attentive on Site. Your regular presence and involvement with contractors and licensees is essential for success.
• Strong human resources management skills. Able to guide a team of multiple disciplines.
• Strategic thinker. Able to focus on the big picture while managing the tactics and execution of ideas.
• Able to oversee change management with bias to being a proactive problem solver and with positive conflict resolution abilities.
• Understands working with government and able to nurture relationships and advance ideas across bureaucratic and elected frameworks.
• Able to nurture community engagement in a meaningful way including First Nations and diverse community groups including Chinese and other cultures.
• Able to understand Barkerville’s unique position in the sector of heritage sites and provide leadership to sister sites in BC.

Qualifications and Experience:

1. Degree in business, heritage/cultural resource management and/or tourism, or equivalent combination of education and experience.
2. Extensive demonstrated management and supervisory experience preferably within a unionized environment. 5+ years in a senior leadership position is a minimum requirement
3. Demonstrated experience in marketing, proposal development and revenue generation, including but not limited to negotiations with government bodies, grant writing, private investors and donors.
4. Demonstrated success with business contract negotiations and mutual interest bargaining.
5. Demonstrated ability to respond and provide leadership when faced with unanticipated organizational and/or natural events.
6. Demonstrated experience and affinity for heritage preservation and conservation values
An equivalent combination of education and experiences will be considered. The Barkerville Heritage Trust offers a competitive compensation package consistent with the Not for Profit sector. Barkerville Heritage Trust does have a housing option available in Wells.
