JOB OVERVIEW
The Director plans, establishes and administers provincial programs to develop and support the artistic and cultural community; provides advice to government on key issues related to the delivery of BC’s arts and cultural strategy; and balances the demand for services against limited resources within a politically sensitive environment. The Director works to ensure that current goals and objectives align with those of government. The position is also responsible for supporting the Council in achieving its mandate and implementing its Strategic Plan. In overseeing the administration of the work unit, the Director develops programs, policy, partnerships, application and adjudication processes, evaluation frameworks and strategic plans.

ACCOUNTABILITIES
• Directs the development of plans and standards to ensure that all projects and initiatives supported reflect the Council’s and the Province’s broad objectives.
• Provides advice and expertise regarding the development of the Province’s objectives to support the arts and culture sector.
• Prepares reports on progress related to strategic and implementation plans as well as materials related to the peer review and grant approval processes.
• Plans and directs branch activities and makes recommendations related to budgets, resource allocations, policy and program development, staffing assignments and priorities, and operational procedures.
• Attends Council Board and committee meetings to assist in achieving the Council’s mandate under the BC Arts Council Act and by providing advice and guidance regarding the sector and issues arising.
• Works with Council members to ensure processes are transparent, equitable and accountable and adhere to Government policy and procedure.
• Oversees the adjudication process of competitive peer evaluations.
• Oversees continuous monitoring of all approved projects to ensure that objectives set out in the proposal are met and ensures organizations are directed to take corrective action as required. In extreme cases, exercises authority to curtail or withdraw funding.
• Oversees the review of proposals submitted to the BC Arts Council for possible funding. Provides expertise, directs the development of policies and procedures, and liaises widely with organizations to communicate guidelines and assist with project development.
• Implements Branch priorities/operations plans and provides direction to staff in meeting goals.
• Leads the development and provision of effective and cost-efficient management support services in the areas of program planning, analysis, research, evaluation, information services and inter-governmental agreements and arrangements.
• Develops, implements and monitors key performance indicators for ensuring successful program implementation and effectiveness evaluations.
• Directs the negotiation and administration of inter-governmental agreements for arts and culture, and coordinates an extensive inter-governmental liaison process on behalf of the Council and the government.
• Provides expertise and advice to other ministries, boards, agencies, other governments, arts and cultural organizations, and other institutions on the development, implementation and monitoring of arts and culture funding programs, action plans and future directions.
• Supports responding on key issues arising in media and with stakeholder groups and develops strategies to manage these issues.
• Directs the development of briefing materials and position papers for the Minister, Deputy Minister, Assistant Deputy Minister, Executive Director and the Council to ensure timely provision of advice and information related to programs.

JOB REQUIREMENTS
• Undergraduate degree in business administration, public administration or arts/cultural or related with four years recent, related experience in a public sector/large organization. Preference may be given for individuals with a Master’s Degree in business administration, public administration, or arts/cultural
• Recent, related experience to include:
o advising senior officials;
o working with boards and developing governance models;
o building partnerships and leading and managing consultations with internal and external stakeholders;
o managing large teams (15+) of professional staff;
o contract management and significant financial planning, management and reporting for large budget or grant programs (i.e. $20 million+)
o developing and implementing program and/or policy with provincial scope
o experience monitoring and evaluating program performance.
• Preference may be given to candidates with experience in provincial regulatory frameworks and government decision-making processes.
• Experience in the arts and culture sector is an asset.
• Successful completion of security screening requirements of the BC Public Service, which may include a criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security screening checks as required by the ministry.
